Contract, FAA, or DOD?
For Contract Towers, I believe Serco operates most if not all of them in CA. You can find those facilities on here and contact them directly to see if they have any openings.
FAA, you have to apply to the announcements applicable to you and see if you get picked up Center or Terminal. Watch USAJobs for those announcements. Obviously if you want to get a tower, you'll have to get selected for a terminal position. Unlike Center hires that know exactly what Center they're going to, you don't really know what terminal facility you're going to because it depends on facility needs and FAA academy availabilit, so you could end up at a tower in any part of CA. Also, it is still taking a while for CA terminal selectees to get a class date. That may have changed, but you should definitely search through the threads to research this.
For DOD towers, you have to apply via USAJobs as well. I know March ARB in Riverside usually have an opening at least once a year.
