There's a very good chance that your TOL has been revoked. Since I am not sure of all the details (your conversation), my guess would be that you would have to apply again. It sounds like you didn't want the ATC job and pretty much told her that without directly saying it. The TOL doesn't allow you to decide a time frame for whenever you want to complete the steps...you have to schedule and complete the steps in a timely manner.....I could be completely wrong, but that's what it sounds like to me....
