I assume you have already followed these instructions ? If not, this could be the issue:
(1) From the toolbar select Tools, (2) Internet Options, (3) Click the Advanced Button, (4) Scroll down to the Security Section of the list; (5) The fourth entry from the bottom is TLS 1.0. This box must be checked, if it is not already checked; (6) Click Apply, (7) Click OK. You will now be able to access e-QIP.
