Assuming the rumors are true, apply to PUBNAT 8 when it comes out in July. If you want to be sure however, I would apply to Middle Tennessee and get a masters degree in Aviation Administration with CTI. You should be able to get done in 18 months, and if you're a Kentucky resident you pay in state tuition.
