While they sometimes still fill the slot before it's posted, they do still hire legitimately. One thing to consider is when they use any type of electronic submission of a resume (USA Jobs, etc), it's based on keywords. You pretty much have to write a resume that almost looks exactly like the job posting to score high enough for your resume to make it to Personnel to even stand a chance.
