Skull Fracture

I was in an accident a little over four years ago and had a skull fracture. Im a pilot, and after the accident I went to get another medical. It was deferred of course. I havnt had any seizures or symptoms from the injury. They asked for me to send them alot of different tests. I did all of the tests and everything was 100%. Then they told me that I needed to wait a period of 5 years. Im currently a CTI student and I wont be graduating for another year. As long as I can qualify for a pilot medical, am I still eligible for the ATC medical when my 5 years is up?
