Hormone replacement therapy

First off the question is not for my situation I have passed medical already and will have nothing different this time around. I am a natural powerlifter but lift with a couple guys that are technically not. I say technically because they are prescribed human grade testosterone for hormone replacement therapy. One of the guys was very interested in ATC and I told him all about it but got to thinking how would that work if he did get picked up and passed through everything? He has a prescription from a doctor for HRT. And seeing that it is on his medical record as being prescribed it would he be allowed to control?
Just seeing if he should even bother with the atc route

If it is for a legit medical reason, then it should be fine.
