CPC-IT Pay Question

CSATC Rookie

My question is this, I am a CPC at a level 9 facility and I have paperwork in to go to a level 12 (Enroute Facility). I read the part in the contract about getting bumped to the CPC band minimum but only getting half on the go. Now my question is the training is roughly 3 years, what happens to my pay each year until I'm done? Do I increase with the band minimum just minus 50% until I'm done? OR do I simply get 3% each year with the additional 50% in the end which puts me below the band minimum even when done? Or do I simply get nothing until I'm done which still puts me way below the band minimum at that time?
