Local Officer Training - Article 2?

There's been a discussion about if the Rep is allowed to designate Article 2 leave for LOT training. We were wondering if it would fall under this portion of Article 2:

Article 2, Section 13: "General Labor-Management Relationship: Official time authorized for representational functions in connection with all other activities not covered by the categories of Negotiations and Dispute Resolution. This category might include labor-management committees.... labor relations training for Union representatives..."
