Former CPC, reinstatement question

I'm a former CPC working the reinstatement bids. I've had enough time off, ready to get back at it.
A couple questions:
1) 1 of the facilities that is interested in me is a higher level than what I left at, and I'm pretty sure my old pay is just bleow the payscale. How would pay be worked as a reinstatement? Mostly just a curiosity item.
2) Is there any other hiring avenue available to former CPC's outside of the current bi-annual application cycle?

CPC Re-entrants' pay is set at the former Basic pay within the CPC band of the re-entrants' new facility pay band up to the band maximum. If former CPC Basic pay was below the new CPC band minimum it is raised to the band minimum. If the re-entrant is a current government employee the rules differ slightly and is based upon current Basic pay not former CPC pay.

I'm somewhat surprised the FAA isn't making more of an effort to expedite cpc's back into the fold. (only a little surprised)
