Low Locality/ COLA

I am currently at the Academy, and going to STT afterwards. And mods, please move this if it is in the wrong forum.

STT locality is something like 14.13%. The exact number is in my FOL, which is inaccessible at the moment. Based on the cost of living down there, why is it so low? If I have to spend $8 for a gallon of milk, I think more than 14% would be useful. Is there anything in NATCA that has them fighting for something a little higher in the remote facilities?

Also, the FAA is providing a COLA. I think this too is something like 14%. Does this number change at all if I were to get married? Thanks or your help in this matter.

FL-CTI, I passed your message on to the STT Fac Rep and here is his response:
