Why? ICAO declared, effective January 1, 2008 that ALL controllers and flight crew members must be proficient in English.

2008? I thought it went into effect years before then.

English has been the official language for a while, but my guess is, is that there was a loop hole somewhere so they changed it to all controllers and flight crew members.
