BAH is different than Locality (mainly one is taxable)

they can go down. Locality is based on a complex formula, like the complexity index. I have yet to see it, but it was brought to my attention via the HR department.

It's supposed to be based on an index but it isn't. Look up FEPCA if your interested, the locality rates we have now are mostly decided by politics.
