Alright...i've completed my interview, received my TOL, all documents are filled out and returned, had my physical, mmpi 2, urinalysis, and just completed my background investigation. From this point how long should I expect to receive my FOL?

It all depends on the needs of your facility. That's it. There's no simple sexy answer.

Does HR let you know what number you are in line or at least how many people they plan to send to OKC this fiscal year for your facility?

Depends on the HR rep you have....some do some don't. Best way to find out is to ask, if that doesn't work, and you know the facility you're selected for, contact the facility directly and get in touch with one who is in charge of hiring. He or she may be able to divulge that info to you.

Other than that it is ambiguity at its best.
