En Route vs. Terminal? Security Clearance Level?

Regarding EnRoute vs. Terminal what are the security clearance levels? I was told that Jacksonville Center being an En Route Facility has a higher security clearance requirement of "Secret" the a tracon or a terminal facility. Does this mean that say a terminal facility such as Norfolk is simply "Confidential?"

NO. secret for all facilities. even contract tower controllers hold secret clearances. it's all the same sensitive material that all controllers know. or should know.
