Having just went over this with my trainee...

3-1-11

b. Do not approve a pilot's request or ask a pilot to
conduct unusual maneuvers within surface areas of
Class B, C, or D airspace if they are not essential to
the performance of the flight.

I'm gonna say almost crashing into the tower would be considered unusual.

In any case that was pretty badass

that's freak'n crazy. what's even crazier is they are continuing to run traffic into the airport while an airshow practice is going on. sounded like the guy was issuing traffic on a helicopter while this is going on. not saying it's illegal or anything, just wondering how they can continue to work while this pilot is inches from killing himself and all the controllers. awesome pilot...i must say.

I'm pretty sure that was a RedBull Racer, those maneuvers are essential to a proper race.

That is certainly within the spirit of the paragraph.
