Just to play dev-- I mean, GA pilot's advocate, it's not always that easy. Some areas, you don't have any choice but to fly through MOAs to get to where you're going. South Texas is a good example; Laredo is surrounded by enormous MOAs that cover a lot of smaller airports. Sometimes you can wait till it's inactive or fly above or below the airspace... but sometimes you can't.

In any case, I think it'd be wise for the FAA to require that all planes operating within an active MOA be using a Mode C transponder. At least it'd give notice on the military pilots' TCAS. Maybe even require them to file a VFR flight plan so military controllers would know where and when to expect the need to share the airspace.

all civilian a/c that transit those moas are given vfr flight plans unless they specifically request no flight following with center. the f16s do not haveTCAS but they do have a radar system that detects traffic so im not sure a mode c requirement would help. there have been discussions of putting in moa monitors as there are currently none. but i dont think a moa monitor could have stopped the f16 pilots poor judgement. i agree if it was an accidental close call then sorry bout your luck, but intentionally creating that situation was unneccasary and dangerous

negatory?! In military airspace, GA flights rarely have NAS VFR flightplans, let alone talk to a center!

you have to read my post again... it states that all GA aircraft that transit THOSE moas meaning the GLADDEN and BAGDAD moas at luke afb are given NAS vfr flight plans if they requst an altitude at or above 85 and are handed off to center unless they specifically request to terminate flight following. i know that most GA a/c in mil. airspace arent handed off to a center, i was speaking to the circumstances at luke.
