I have no clue how the FAA even put a price tag on this. It would be like putting a price tag on creating a transporter (like in Star Trek) ... it's simply in the idea stage.
This reminds me of the ISSS project back in the early 90's ... great idea ... but after spending $10,000,000,000 and with no light at the end of the tunnel, the FAA finally had to give up.
The FAA needs to wise up ... contractors will take your money and promise to build anything you can dream up. Hell, give me a few billion and i'll say what ever you want to hear.
I mean, $50,000,000,000 just to develop the software
And for what
What kind of benefits are we to expect that can't be achieved through more economical, practical means
Really, can anybody explain to me what this is supposed to do for us that can't be achieved in some other fashion for less
This whole NextGen thing will be blown out of the water within the next 5 years - just watch.

Facts are stubborn things
FIFTY BILLION can buy A LOT of concrete. How many times do they have to be told more runways will lessen the congestion. One new runway at JFK, EWR, LGA, BOS and a few others will almost eliminate the delays in the north east corridor which amount for over 50% of the delays in the NAS.
Why pack the sky like a bag of marbles when you are still going to have a greater problem when the planes have to be sequenced to land. Now you have compounded the problem. YOU CAN'T CHANGE PHYSICS FAA ![]()
