You're not. Check para 2-4-20 again. It clearly states that you preface 'November' for U.S. registry aircraft. Sub paragraph b details procedures for foreign aircraft.

Additionally, 2-4-20 states:

"the same identification may be used in reply that the pilot used in his/her initial callup except use the
correct identification after communications have been established."
