In my opinion, a vfr aircraft is required to maintain vfr regardless of any altitude restrictions or vectors the controller may issue. If a VFR aircraft hits an obstruction it is the pilots fault and the pilots fault only, even if the controller issued an altitude restriction below the MVA. If the pilot is not going to be able to maintain the altitude issued by the controller it is the pilots responsibility to inform the controller that he cannot accept the altitude due to terrain, clouds, visibility, etc. I have never worked a class B stateside so I am not sure about the rules associated with class B airspace, I just giving my interpretation of VFR flight rules. Anyone with stateside class B experience feel free to correct me or give your interpretation.

You are correct in a general sense, but not in a Class B sense. VFR aircraft in Class B airspace is contingent and dependent upon operational radar. If radar goes down, separation and sequencing of VFR aircraft in Class B airspace is suspended.

Class B airspace differs from Class C and D airspace in that a clearance to enter or operate is mandatory.
