No. The N is a part of all US aircraft registry and would have to be included upon initial call up in the absence of aircraft type. The Canadians use C instead of N--so you would use C.

Gregg, what I was really asking is if the aircraft calls you with an abbreviated c/s, then you don't know he's foreign. I had also misunderstood earlier when I thought someone said the controller had to reply with "N" in front of whatever the aircraft checked in with. Ohana pointed out that the 7110 said you could repeat the c/s the pilot checked in with on initial contact. I just don't get the chance to get into the 7110 like I used to.
