I think the FLM is required to advise the controller that he is performing a skill check before they plug in. If he did not, the skill check is not valid.

could've been a tape talk. you don't need to advise the controller that your doing it. i'm guessing that's what it was, since it took 2 weeks to pull the guys ticket. skill checks are quick and the results are instant. tape talks might happen a week or two after the actual instance in question.
