English Requirement for mechanics?

I was just watching the local news, and they did a story on lack of safety due to mechanics that are unable to read or write English. Basically, they are saying the number of technicians that are unable to read and properly follow the manuals for inspection, but are signing off under a RS or have an A&P sign off for them, are causing unsafe conditions.

They also had ex-FAA inspectors (oddly, he was one of my old PMI's) discussing how they always schedule inspections far in advance, so there really are no "surprise inspections".

Obviously, in FAR 65, there is a requirement for A&Ps to read and speak the English language, but nothing requiring the same for technicians. Discuss.


Note***This is not a discussion on immigration or your personal feelings about non-english speaking people!!!!!!!!!
