I am sure that you know that may hinder you a bit, but if you fit the minimum qualifications then I guess you would be elgible. I honestly don't know what the minimum qualifications for someone over 31 are. The part sucks is that right now DOD is more attractive than the FAA, so your competition is probably younger and has more current experience. If you had a previous CTO then it may be worth looking into working at a Contract Tower, their pay averages about $25+. Good luck in your search, and if you ask questions on this site someone can normally lead you in the right direction.

Thanks, Dano. I don't know if I'll ever be hired as an ATC, but I wish I could. I used to be a good ATC in the Army. I got out in 1989 and I didn't have the right resources for getting hired, so I never got to pursue it. I am currently a commercial HVAC technician, and I just get tired of working with people that aren't very bright. I'm just ready for a serious career change.
