it depends on what grade you held in the DOD previously and what grade you get hired into. if you left as a 12 step 3 and get hired back in at a 12 facility then you'll come back in as a 12 step 3. if you go to a GS11 facility you'll come in at the GS11 step equivalent (or close) of a GS12 step 3, probably around a GS11 step 5 or 6.
