Dec 1, 2007 - You sign up for benefits
Feb 1, 2008 - VA certified the program
Apr 1, 2008 - First paycheck is cut, you receive back pay from December 1, 2007.

Jan 1, 2007 - You sign up for benefits
Feb 1, 2008 - VA certified the program
Apr 1, 2008 - First paycheck is cut, you receive back pay from Feb 1, 2007.
Since its backpayable up to a year from certification date, the date the first paycheck is cut should be irrelevant. But if you signed up more than a year in advance from the start date, you are capped at that year position. Thats how I read it though.
