NATCA will walk away because the settlement offer does nothing to the top of the pay bands. The FAA is willing to move the bottoms up because most developmentals will move up from them rather quickly (<year). Plus the bottoms are not a major increase to the overall big picture of the FAA's budget. Moving the tops will be a bigger increase. Of course a 5% increase to $110,000 is a lot more than a 5% increase of $31,000. Also, don't forget that there are more controllers above the new pay scale then there is dwindling in between the bottoms and the tops. At least at ZOA it's that way.
