It depends. I know Serco and RVA give location transfers (non competetive) to their employees before hiring somebody else. If the Tower has an opening, and no employees already working for the company put in for a transfer, then they will hire outside the company. Then its just a compitition. Somebody with a recent control history will most likely be offered the position before you. However, some contract towers are hurting for manning, and somebody with a CTO, even though 20 years old, might be their only choice.
Here is what I would do if I were you. Start calling around and find out who has openings. Also, find out how long the opening has been there, this will give you a good idea if they are having trouble filling the spot. Then get ahold of the ATM, get some face time, let him know that you are still capable of learning and controlling even though your CTO is old. If you can convince the ATM to give you a chance, his/her boss will go with their recomendation.
Side note: You might have to apply to a contract tower out in the boonies, a place where not many people want to live. Your competition drops to near zero, you can then get a current CTO, and transfer; to a different contract company in no time, within the same contract company after a year and get the preference I was talking about.
