FCT Pay
Posted: 10-20-2009, 09:31 PM

To all people who have questions about FCT Pay.

I see a lot of posts on here asking what the pay is for *** airport. Every FCT operated by the big three pays their people using the DOL Wage Determination. These are updated at least annually, sometimes more. Follow the instructions below.

Here is the way to find out exactly what the pay is for anywhere! (remember - you also get health and welfare benefit)

Go to Wage Determination Online Homepage

Click: Selecting SCA WDs

Click in the State and County (A google search will tell you the county of any City)

Click NO for "Were these services previously performed at this locality under an SCA-Covered contract?"

Click NO for "Are the contract services to be performed listed below as Non-Standard Services?"

Voila - G0 2/3 the way down on the scroll bar and find "30012 - Air Traffic Control Specialist, Terminal (HFO)"

You now know what the pay is for FCT Terminal Controllers anywhere in the United States. Scroll down further and you will see the bennies for FCT's as well.

Your's Truly,

The Jarhead Controller

Contract Tower pay is not exactly what the DOL website publishes. The are several other issues involved that determine what the pay rate is.

DOL wage determination rates are the basis for all pay, but NATCA/PATCO agreements and built-in FCT contract pay increase are also a factor.

All contract companies are required by the FAA to have a built-in yearly pay increase. In October of each year the DOL rate is compared to the contract pay rate increase and controllers are paid the higher rate of the two.

Additionally, some towers are represented by NATCA/PATCO. In the Collective Bargaining Agreement (CBA) between the Union and the contract companies, some have a built-in pay increase agreed upon. I know that on RVA's CBA the controllers get the pay increase spelled out on the CBA, instead on the DOL wage determination rate, even if the DOL rate is higher then the CBA rate. It was a risk taken by the controllers when they signed the CBA.

On top of everything else, some towers receive a cost of living allowance. These allowances are provided either by the FAA (thru the FCT Contract) or by the local city/county.

Anyway, I hope this helps understand the FCT pay rates.
