KVLD in Valdosta, GA is a privately contracted tower its no longer Federally contracted.

If it's giving instructions planes in the NAS, it's under the purview of the federal government. A private entity can't just set up a tower and start ordering around planes (despite what you may've heard on UNICOM).

towers that are city/state owned still have regs to follow, it's just that their funding comes from other than the Federal gubment.

they are still required to adhere to all federal rules and regulations just like every tower in the nation but as noid said there is zero government funding used to run the daily operations of the tower. it is not contracted out by the federal government it has become the responsibility of AATC to supply all controllers for the facility with their own funds.
