Our QA in military ATC at Rucker heckles people for that rule.

I only recently started saying "Report entry right downwind" because they are checking our tapes. When I'm busy or lazy I just give instructions that make the most sense from aircrafts current position/traffic.

Re: Enter right downwind/base/etc...vs make right traffic

I feel there's a reason for phraseology. Saying things a certain way, in a certain order, helps all to understand what is going on. It allows a controller to learn a language second hand, to where all thoughts can be focused on how to sequence traffic. It also allows a pilot the ability to expect what to hear. If something is out of order, it may throw a pilot or controller off. If everything was "cowboy" and essentially got the same message across, pilots would have a lot more "say agains" and controllers would spend more time thinking on frequency.

My point to this is, when those of you say "it's the same thing," technically, you are correct. However, in the ears of a pilot or controller, it's something different. I'm no pilot, but I still feel this way. If we can be universal across the board (which will never happen), then all of our jobs would be easier.

For what it's worth... "right closed traffic approved" gives the aircraft approval to turn crosswind after each landing until further advised anyways.
