San Antonio Tower - SAT

Does anyone know if San Antonio is up/Down or if Twr is seperate from the TRACON? Ithink twr is a Level 7 and TRACON level 10 not sure. Thank you all.

Someone correct me if I'm wrong, but from the locality rates Excel file, it looks like SAT is a level 10 up/down?

correct sat is a level 10 up down
