That would be a shock. I didn't think there was a single fully staffed facility. Even by the new manning numbers the FAA rigged when they short staffed.

The tower use to have alot more traffic. But a few years back US Air pulled their hub from pittsburgh and moved it to NC. It cut the flights nearly in half. So the tower continues to be downgraded cause they dont have the traffic count. Which is causing for overstaffing. Last time I heard they were 3 over. But that was 8 months or so ago. If they would have been able to maintain the level they were at when the hub was there then they would be understaffed.

I have talked with ERI which is about 2 hours away. I heard PIT isoverstaffed as well. There are actually several people working in ERI from PIT that are waiting to get back to PIT.

I moved away from there around 7 months ago, but from what I hear its still pretty darn slow. You know its bad when you're in the little VFR tower 23 miles north, and the departure north radar controller calls you on the line an begs you for some airplanes (I think they only average somewhere between 300-400 operations a day). Oh and by the way, watch out for the manager down there. I dont know him but I hear interesting things about him.
