Developmental Pay

Ok, I know this has been addressed before, but has anyone actually went through the whole process of transferring DoD to FAA since the new contract. Article 108 section four B. states that a new entrant is a federal employee not previously to have worked as an ATC for the FAA, pay starts at Developmental 3. Then it states in C. Militry/DoD Civilian controllers start out at Developmental 1 pay. Lastly, section D states if you fall into more than one of these sections you receive whichever is the higher pay.
I am currently wokrking as a DoD civilian controller, have never worked or the FAA. I feel I fall into both categories. How do ya'll interpret this? Thanks in advance.
