Posted: 06-20-2010, 11:08 AM The decision has been made. CPC-ITs will get bumped to the bottom of the pay band minimum for 2010, 2011, and 2012 or a 3% pay increase, whichever is greater. This was the arbitrators original intent and that is why they made that decision last summer.
The FAA only gave CPC-IT's the 3% pay bump in January of 2010. NATCA grieved this to ensure what the intent of the arbitrators decision was. The arbitrators confirmed that their original ruling stated above was correct and that the FAA has 30 days to find a remedy to the situation. If the FAA can't do it, the arbitrators will. The decision is final. It is pretty clear. CPC-IT's will get bumped to the band minimum or 3% raise (whichever is greater) for the next couple years. The only question is will the FAA remedy it in 30 days or will the arbitrators have to kick them in the butt to do it. The arbitrators retain all control of interpretation of the contract, including articles that were decided by arbitration and articles that were both mutually agreed upon. |

"We received the decision of the Arbitrators today. They agreed with NATCA on this question and found that the FAA erred in providing a 3% pay increase to CPC-ITs rather than the bottom of the 2010 band in January. The issue was remanded to the Parties for remedy. If we cannot resolve it within 30 days the Arbitrators will order a remedy. We expect to have the issue resolved prospectively and for back pay to be provided to affected bargaining unit employees. Eugene NATCA Deputy General Counsel" Remanded for the parties for remedy????? doesn't that mean all the arbitrators did was tell the FAA you are wrong...Figure something else out within 30 days? Nothing about a final decision? |

Posted: 06-25-2010, 08:59 PM You are reading into it too much. The arbitors decision is binding and final. That bit about the parties having to remedy it is just legal mumbo jumbo for “we told you how we want it fixed so fix it”. I am looking forward to sweet raise the end of this year! Serves them right since a lot of us got screwed when we were hired.

CPC in training (CPCIT) pay raise?
Posted: 07-12-2010, 08:09 PM Anyone know where I can find information concerning what type of raise a CPCIT can expect once getting to a level 11 or 12 facility? I know it was 50% starting in Oct but then something came through today discussing an immediate bump to the bottom of the CPC pay band. I was wondering if anyone had seen that in writing yet?

Posted: 07-13-2010, 12:20 AM they shouldn't bump a CPC iT to the bottom of the cpc band coming from a lower level facility, no freaking way, thats totally unfair. Ive seen multiple people come in from 6's and 7's, even 10's and wash.

Posted: 07-13-2010, 04:48 PM It doesn't matter if it is a level 11 or 12 facility. Under the new contract, a CPC-IT that transfers will receive a 50% pay increase on the go. So if you were at a level 7 and your base pay was $50,000 per year and you transfer to a level 10 and the bottom of the new pay bands base pay is $70,000 per year, you will receive a pay increase of approximately $10,000 effective upon the day of your transfer.
Also, for 2010, 2011, and 2012 there is another twist. Under the Red book a CPC-IT will be bumped to his/her facility CPC's pay band minimum on Jan 2010, Jan 2011, and Jan 2012. So....if you transferred in 2009, on January of 2010 you will be moved to the CPC band minimum of your new facility or a 3% pay increase, whichever is greater. In January 2011 you will be moved to the CPC band minimum of your new facility or a 3% pay increase, whichever is greater. In 2012 you will be moved to the CPC band minimum of your new facility or a 3% pay increase, whichever is greater. If you transfer anytime this year, you will receive the 50% on the go and then on January 2011 you will be moved to the CPC band minimum of your new facility of a 3% pay increase, whichever is greater. For most people the CPC band minimum will be greater. Then in 2012 you will be moved to the CPC band minimum of your new facility or a 3% pay increase, whichever is greater. This is all covered under the new contract. There are a bunch of people getting 7 months of back pay because in 2011, the FAA gave all the CPC-ITs a 3% pay increase. They did not move them to the bottom of the CPC band minimum. That is a huge difference. The arbitrators confirmed their ruling a month or so ago and is making the FAA award back pay to all the CPC-ITs that were affected. This may not seem fair to some, but what the arbitrators are trying to do is fix everything the FAA messed up a few years ago. It will benefit some more than others. Your old level 7 facility will be receiving pay bumps every year for 2010, 2011, and 2012. If you were awarded only 50% on the go when you transferred, when you got your next 50% (when you check out all the way) you would be below the band minimum for your current facility. Because there are such drastic changes to the pay tables for the next couple years they have to do something to keep you within the pay bands. Would it be fair for all the controllers at your old level 7 facility to be making more money than you in 2010, 2011, and 2012? You were checked out there too? The people that this doesn't benefit as much are those that transferred under the white book and got checked out under the white book. These folks will progress along the CPC band minimum for 2010, 2011, and 2012 just like a CPC-IT. I know this was probably a bit confusing but if you have questions, I will try to clarify them.
