I just got a text from NATCA that stated the House passed the FAA Reauthorization Act.....What exactly IS that?

its a bill that has been put through the house which includes several different aspect of the FAA. Most importantly it forces the faa back to the green book until a new contract is negotiated. Search "H.R. 915". The bill still has to clear the Senate.
