Am I reading this right?

Section 4. New Hire/New Entrant/Reentrant Pay Setting.

B. A New Entrant is a federal employee who has never been employed by the
Agency as an Air Traffic Control Specialist in the terminal/en route option. A
New Entrant, whether or not he/she is required to attend the FAA Academy,
will retain their current Federal Pay up to the maximum of the Developmental
3 pay band (career level G) and receive further increases in accordance with
section 5.

does that mean that if I'm an FAA employee already...I get to keep my current pay while I'm at the academy?

Sounds like you're correct. However, I have no legal training, but if my 4th grade reading level serves me right, what you say from what you posted seems about right! And rightfully so!

Fix? Uhhhh... hmm... not sure. I always thought DoD controllers were pretty well set already - nothing to be fixed.

be careful. there is no "save pay" if u apply to a PUBNAT and that's your source of entrance to the ATC field. prior FAA employee or not.

Why don't you let a few of our former dod colleagues weigh in on that with regards to the transition to the FAA....

I don't think you understood me... I obviously wasn't clear enough...
