Pay Question from DOD to FAA

I'm currently a GS12 Step 06 with a base of $90,601 if I was picked up for a Level 10 facility what would my pay be? It looks like I fall under Section Article 108 Section Section 4 Paragraphs B and C, and D states I would get the highest pay. I don't think I'm reading it wrong but why put DOD Civilians in paragraph C, wouldn't they automatically qualify for paragraph B. I'm thinking I would be at $73,103 plus locality. I can handle that pay cut, but if I was put at $46,078 plus locality I would have to stay at my current job. I copied and pasted this so you wouldn't have to go hunting:

Section 4. New Hire/New Entrant/Reentrant Pay Setting.
A. A New Hire is an individual who has never been employed by the Agency as
an Air Traffic Controller in the terminal/en route option in the ATO. A new
hire who is required to attend the FAA Academy shall have basic pay set at
the Academy Graduate (AG) pay band effective the day after their graduation
from the FAA Academy. If a New Hire is not required to attend the FAA
Academy, basic pay shall be set at the AG pay band upon the effective date of
their appointment to their facility of record and receive further increases in
accordance with Section 5.
B. A New Entrant is a federal employee who has never been employed by the
Agency as an Air Traffic Control Specialist in the terminal/en route option. A
New Entrant, whether or not he/she is required to attend the FAA Academy,
will retain their current Federal Pay up to the maximum of the Developmental
3 pay band (career level G) and receive further increases in accordance with
section 5.
C. For a Military or DOD Civilian controller with 52 consecutive weeks
experience as a certified air traffic controller that completes training at the
Academy (if required) and reports to their assigned facility, pay will be set at
the minimum of the lowest developmental level pay band for the assigned
ATC facility.

D. When any employee meets more than one of the criteria in this Section the
employee?s pay will be initially set using the criteria that provides the
employee with the highest pay.

Because it looks like section "B" applies to those federal employees that were NOT air traffic controllers.

B states the Agency as the employer, not the Fed Govt. That's how I'm reading it.

Am I reading it wrong, or are they giving people with prior ATC experience much less pay that other federal employees without ATC experience here? That doesn't make sense.

I agree, it does seem to read that way, however, i believe a little farther down somewhere it says, if you qualify for more than one category, you will be put in the category that allows more pay. It doesn't say it that way exactly, just my paraphrasing...

LOL, at least I'm not the only one confused by the wording. They should put it in farsi, it might make more sense

I show a GS12 step 6 as 69K and change. How you getting 90K?

GS12 Step 6 with 30% ATC Special Salary Rate minus Locality plus 5% ATC Premium. Then I get 10% Night Diff, 25% for Sunday pay and I end up working about 7 or 8 holidays I made right at $105,000 last year, I should be around $110,000 this year. I know the Army DOD Civvy controllers either get 25% or 30% depending if you are tower or approach. I think the Navy gets it but I believe they are rolled up into that NSPS crap. I'm not sure if the Air Force gets it or not.
