Copy of Your Facility CBA on Watch Schedule Bidding

The DOD facility I work at has went to a fixed schedule bidding process and was wondering if anyone could get me a copy of your bidding procedures. I'm looking for some sort of policy we can use as a framework that covers things like how long the bidding process works, how often you rebid, schedule swaps, what happens when a slot opens up when someone retires etc. I've talked with a few people about this but an actual agreement that I can take to managment would be a big help. Any help would be appreciated.
