Sponsoring a bill in the Senate and writing a nice letter to a union is a major difference between he and Reagan. Another factor is the NATCA Constitution outlaws going out on strike. While the premise of you question is a good one, IMHO it is making an apples vs. oranges comparison.
NEXGEN is not the only solution for the future of aviation. If I were a group like NBAA or AOPA, instead of being so vociferous in opposition to user fees, I'd broaden my message by getting together with the AAAE, NATCA and construction unions to make my mantra, "50 Miles Of Concrete." You don't hear many controllers say, "man, if only we could run these aircraft closer." Instead, what I hear is, "man, I wish we had another runway." Fifty miles of concrete at the hub airports (in the form of runways) will do more for airline delays than all the money that will be spent on the current DREAM that is NEXGEN.
Wages fuel union's pockets and union pockets fuel Democratic Party pocketbooks. Wanting lower union wages is not a way to make unions happy to support, and get out the vote for, you.

It seems that most messages for delays that I see on my FDIO messages are for : wind/wx/lo cigs/wet runways, etc. I've never seen any that state: "GDP/Gnd stop in effect for not enough concrete"
