Of course you wouldn't, what would be the point in stating the obvious in which there is no hope of imminent relieve. With the wx problems it comes and goes in a way that is completely out of our hands. But concrete is the most viable solution, but it is the one the very people it would serve (flying public) will probably never support because it means more noise, construction, and "disruption" to the property surrounding the AP or new AP site....
