It seems that most messages for delays that I see on my FDIO messages are for : wind/wx/lo cigs/wet runways, etc. I've never seen any that state: "GDP/Gnd stop in effect for not enough concrete"

You don't have to be a genius to figure the arrival rate in good weather is more than when the weather is bad. The things you've listed can be solved by adding runways, which in turn adds to the arrival rate.
