Wet Runway = can't LAHSO with a wet runway...another parallel piece of concrete or two could solve that problem
Low Ceilings = can't conduct converging approaches after losing the break away points due to low ceilings/vis...another parallel piece of concrete or two could solve that problem
Your only valid point is about weather...and yep, if there is a level 6 parked on your airport no amount of additional concrete will increase your arrival rate.

Let me see if I understand your theorem - you state that if every major airport/major hub had an extra runway or 2, there would no longer be delays in the current ATC system, unless level 6 weather "parked" at your airport
