Hes not saying that at all. Simply that more tarmac yields more room by design, and that facilitates more volume, which in turn decreases delays. At least I think I hit the mark.
My thoughts added on are that with more tarmac comes more control responsibility, which would require more controllers, which isn't going to happen. If you have a clogged drain, scooping the water into another drain won't fix the problem, you have to buy some draino. Only problem is that the agency is clogged with so much shet right now that the draino's running up their budget.
