Doing the Congressional reseacrh now on both points of interest. I'm sure your right on the "airtight" part, as I believe possably DOD prohibits the uplift in OT, and by ITT having an MEO (Middle East Office) helps skirt the time and a half issue, by having their ATC employees fall under Afghanistan Labor Law (which is proving to be a very interesting document as my Law Firm tells me,since there are quite a few AL Laws ITT "chooses" to turn a blind eye to. (wow, what a run-on sentance)
I wish I could pick and choose which laws I just "felt like" abbiding by, ya know
