Hey, does anyone know how to get an ICAO License, or know the solution to this problem. I am currently working in Afghanistan at an ICAO run airport, but for some reason, we are not getting an ICAO license. However, i've heard that the controllers that were hired directly by ICAO or something like that have gotten it, but those of us who work under a NATO contract can't get it. No one around here seems to know why and we can't seem to get an answer from anyone. Does ICAO make a distinction between whose hired under which contract. If so why would they care? We are all qualified on the same procedures in the same tower on the same positions. What difference does it make under which contract we are hired under?
