I think SoCalis the busiest tracon. Although in this case numbers don't mean much to the individual controllers. O'hare, or NY or ATL will all have sectors/positions that are as busy as any in the world. SoCal gets a higher count based on more airspace.
No idea on uncontrolled airports. Who would do the count

Sound recorders do the count at some uncontrolled airports. They did this at Ramona, CA prior to the tower being opened, it was used as part of the basis for establishing a need to open a tower. Evidently the midairs weren't enough basis. Just ask the families of those in the recent SoCal uncontrolled airport crash...
