It is a microphone set to a recording machine either computer or analog placed by the approach end of the runway.

okay sorry about that. i didn't really mean it's suspect in that i think you and your ATM are lying. i guess i just meant i don't know a sound recorder could accurately measure that.
what about run-ups 
does that register as a count i would assume that every run-up would include at least 2-3 full engine power ups and could "sound like" 2-3 different operations, when in fact it's just a run-up.
