Don't tell them no until they are ready to send you a firm offer, keep doing all the preemployment processing, that way you will have all of your preemployment processing done. When they offer you a firm offer politely inform them that you've further evaluated the situation regarding the job at MEM (cargo mids, bad neighborhoods, etc...) and would love to be further considered for xyz(your desired facility(, perhaps you might want to leave yourself open for MEM in your wording, but keep in mind if you don't make your denial strong enough they might not take you seriously. I guess you could call it like a bluff in a game of cards....
