So I understand that people are applying for it after they reach their facility, however, now that all of us VRA's are going through OKC for school...can we recieve benifits there too

That's a good question, I don't have an answer. imho we should, it's a precursor requisite of the OJTI we'll be receiving at the facility no different than the classroom/map work we'll have to do first at the facility.
